Support this argument with evidence from the Rose book. Be sure to include a discussion of the Social Vulnerability Perspective and how it applies when we look at social inequalities. A word of encouragement: please be sure to be explicit when you are discussing these abstract concepts. Do not simply say elderly people are more vulnerable. WHY, specifically, are they more vulnerable? Spell it out in as much detail as you can. Do you think emergency management fully embraces the social vulnerability perspective? Why or why not?
